Purpose of Job:
The Tun Mustapha Park (TMP) Marine Conservation Officer – Anti Fish Bombing (MCO-AFB) is responsible for marine habitat conservation in TMP which includes the coordination and implementation of anti-fish bombing strategy, monitoring of blast fishing activities, and monitoring of coral reef health status. It is a part of WWF-Malaysia programs and activities that relate to the sustainable use of marine and coastal resources in the TMP as part of the Pillar 1: Marine Habitat, Tun Mustapha Park, and The Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF).
The specific purposes of the job are:
Contribute towards Marine Programme Per Intermediate Results (PIRs) under Pillar 1: Marine Habitat in Objective 1.2.2: By 2025, fish bombing occurrences in Tun Mustapha Park (TMP) and Semporna are reduced by 50% compared to baseline.
To coordinate blast fishing monitoring program in TMP through collaboration with Sabah Parks and its partners in the TMP Anti Fish Bombing Ground Taskforce.
To conduct relevant analysis on intelligence data of the blast fishing monitoring with aim to provide better actionable insights for the ground taskforce.
To be the key liaison person between WWF and blast detectors’ service provider
To lead the implementation of community based patrolling and monitoring work specifically on fish bombing with updated monthly report
Support the monitoring of Marine Conservation Target; Coral Reef which is conducted annually. This include the planning, implementation and data socialising.
Support the development and evaluation of Enhanced Vulnerability Capacity Assessment (eVCA) in TMP.
Establish and nurture partnerships with government agencies, research institutes, NGOs, community-based organizations, and private sectors to support marine habitat conservation efforts.
The MCO-AFB will report to the Senior Marine Conservation Officer and also need to coordinate closely with other relevant strategies’ officers-in-charge and utilize existing partnerships to effectively implement the project.

Major Activities
The Marine Conservation Officer will be responsible for implementing the following activities:
Plan and implement activities that are aligned with the planned intermediate results (PIRs) / objectives 1.2.2 (direct) under the Marine Programme in Tun Mustapha Park;
Facilitate and coordinate research activities that include data collection, analysis, report writing, and data socialisation with stakeholders, in relation to blast fishing monitoring, and coral health monitoring.
Ensure relevant analysis is carried out to obtain intelligence insights on the blast occurrences in TMP.
Ensure the database of the TMP blast monitoring program is updated in accordance to the latest blast monitoring results.
Ensure effective implementation and monitoring of community based patrolling activities specifically related to fish bombing.
Liaise with service providers on raw data retrieval and analysis as well as the implementation of real time blast monitoring
Organise events such as workshops, coordination meetings, consultations, seminar, and awareness programs to update the project progress, or to strengthen the relationship and maintain continuous engagement with stakeholders as per work plan.
Represent WWF-Malaysia in the TMP Blast Monitoring Ground Taskforce and TMP Community Action Body.
Coordinate the Enhanced Vulnerability Capacity Assessment at identified site in TMP.
Present findings at reputable international conference, symposium, or any relevant events.
Participate or assist in the quarterly report on project progress either for the organization or donors, which also includes budget reviews, activities implementation, and adaptive management.
To compile the ESSF documentation and support safeguards of the communities and other stakeholders through regular review and monitoring of the Environmental and Social Safeguards Framework (ESSF).
News monitoring & updates from enforcement agencies related to fish bombing activities.
Support TMP conservation efforts conducted by Kudat Office
Participate wholeheartedly in the general activities of WWF-Malaysia, particularly events and activities that require the full support and participation of all staff members, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities.
In the course of performing the duties as set out in this Job Description, the incumbent may be exposed to challenging
working conditions, especially for field-based staff members. WWF-Malaysia does not provide any form of allowance(s) to staff for working in tough field conditions as stated in Section 2.3 on Bonus, under WWF-Malaysia Staff Guidebook on Terms and Conditions of Service, as your salary will commensurate with the duties and responsibilities that the job demands.
Specifications
Bachelor degree that is related in the field of Marine Science, Environmental Science and Conservation Science with at least 1 year of working experience in natural resources management or;
Experienced in conducting field surveys/research, data collection, and analysis, especially related to marine conservation/fisheries sustainability, would be an added advantage.
Willing to travel and accommodate flexible working hours.
Must be competent in Microsoft Office, specifically Word, Excel, Powerpoint, and able to use appropriate desktop software.
Good communication skills (spoken and written) in English and Bahasa Malaysia.
Good organizational and interpersonal skills, ability to work in a team and independently, both in the field and in the office.
Good understanding of current issues especially having knowledge of environmental and conservation issues, and passionate about conservation.
Proactive and self-motivated individual with persuasive communication skills to engage a wide range of audiences.
Possess a valid driver’s license and is a certified diver (basic).
Historical background is clear from any criminal records, fraud, and corruption cases.
Working Relationships
Develop a close professional working relationship with team members in the base office and across pillars as well as with the Marine Managers and Marine Program Leader.
Realised that whilst a relationship with team members, and relevant individual members of the governing bodies and private sector is critical, the job requires teamwork at all operational levels. Expected to work with others in team spirit for the good of the organization and towards meeting its conservation objectives.
Nurture and maintain positive relationships with WWF-Malaysia staff members, Malaysian NGOs, and government agencies that have conservation objectives and goals that are similar or complementary to those of WWF-Malaysia.
Nurture and maintain positive relationships with external parties including government agencies especially the Sabah Parks, other like-minded alliances, and other stakeholders.
Salary Range: Rm3,000 to RM4,000
