PURPOSE AND SCOPE

The Head of HSSE function is a newly created position to manage a group of experienced HSSE officers to support the Sembcorp businesses in Singapore & Southeast Asia Markets. The HSSE function supports the management of operational risks inherent in our business that can impact personnel safety, security, health, and environmental performance.

Successful incumbent will report directly to the CEO of Singapore & Southeast Asia Market and matrix report to the Head of Group Health, Safety, Security & Environment.

ROLE AND RESPONSIBILITIES

• Promote zero accident culture and strive towards Group’s HSSE KPI targets
• Creates a culture that prioritizes effective HSSE management through development and execution of promotional activities and HSSE coaching and training;
• Ensure all Singapore & Southeast Asia Markets HSSE conform to the Group HSSE policy – implement the appropriate actions to drive compliance and improvements.
• Ensure that all EPC contractors and subcontractors adhere to the HSSE guidelines.
• Oversee & manage HSSE for multiple sites across countries with strong understanding of the latest HSE statutory requirements in the respective countries. This includes the HSSE related risked involved in our business activities and the corresponding plans to manage and mitigate those risks over the asset.
• Establish guidelines and investigate protocols surrounding HSSE incidents that address reporting criteria, causation, accountability, remedial actions and incident tracking, closure of corrective actions. Ensure effective communication of lesson learnt is disseminated to the team to avoid similar occurrence.
• Provide guidance and support to operational units on the formulation, review and implementation of the respective HSSE Action Plan.
• Regularly review the HSSE approach and strategies to stay relevant and conduct audit checks to ensure continuous improvements in the HSSE programs at site levels.
• Strategise and drive environmental awareness and protection management programmes, including facilitation of environmental monitoring program (i.e. Air quality,
• Water Quality, Noise and Soil etc.) and Waste Management.
• Strategise and drive physical security protection awareness and management programmes, including facilitation of security risk assessment and monitoring program.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

• Degree in Engineering or related discipline.
• Registered MOM WSH Officer.
• Certified Safety Auditor will be preferred.
• At least 10 years of relevant experience and had led HSSE function previously.
• Experience in Power Generation/ Water Plant/ Construction/Solar industry is required.
• Experience in problem solving HSSE issues in a dynamic/diverse environment and implementation of risk control systems and processes.
• A team player with high integrity, professionalism, and excellent communication skills to appropriately coach and educate employees at all levels.
• Able to lead through influence across entire organisation and beyond.
• High adaptability and able to work effectively in a matrix structure.
• Strong time management skills, and orientation to goals with measurable results.
• Able to travel as and when required.
