JOB SUMMARY:

Environmental health and safety engineers are responsible for facilitating environmental safety, health and strategy in an organization and ensure

compliance with all regulatory standards relevant to the organization. Support the implementation of OSH programs and environmental projects that

help APPC achieve its strategic plans. His / Her job will cover the functions of a Safety Officer and/or Pollution Control Officer.

DUTIES & RESPONSIBILITIES:

  • Responsible for day-to-day implementation of Occupational Safety & Health, and Environmental Management Program of APPC
  • Conducts surveillances and ensures company commitment to comply with OSH, DOLE, DENR and other regulatory requirement.
  • Implements general safety and health programs – HIRAC, medical surveillance, first aid and emergency services.
  • Promotes drug-free workplace (RA9165), mental health services in the workplace (RA11036) and healthy lifestyle.
  • Promotes prevention and control of: HIV and AIDS (RA 8504), Tuberculosis (EO 187-03), and Hepatitis B (DOLE DA 05-2010).
  • Monitors personnel and workspace through regular safety surveillances.
  • Monitors activities pertaining the installation or construction of pollution source and control facilities with the end in view of ensuring their compliance with the air, noise and water quality standards.
  • Trains and oversees employees on health and safety regulations such as orientation of all workers on OSH; conduct of risk assessment, evaluation and control; continuous training of ERT members; Work Permit System such as working at height, working at confirmed space, hot works, PTO of GSEs and other related activities.
  • Supervises the proper operation and maintenance of pollution control facilities of APPC.
  • Conducts toolbox or safety meetings and job safety analysis.
  • Investigates, records and reports workplace accident / incident / injury / illness.
  • Ensures provision of company PPEs.
  • Provides safety signages, posters, bulletins, notices/directives/memos and/or read & signs.
  • Provides dust control management and regulations on activities such as building of temporary structures, lifting and operation of electrical, mechanical, communications system, and other equipment.
  • Monitors the provision of worker’s welfare facilities.
  • Creates/reviews/revises emergency and disaster preparedness and response: organization and creation of disaster control groups/ Emergency
  • Response Team, business continuity plan, and updating the hazard, risk and vulnerability assessment.
  • Controls and manages workplace hazards.
  • Provides red rules or prohibited acts and penalties for violations.
  • Oversees workers’ rights: right to know, right to refuse unsafe work, right to report accidents.
  • Accountable for the safekeep, and proper use of resources assigned under his / her name.
  • In the absence of Supervisor Safety Management, he / she may act as OIC Supervisor Safety Management.
  • Performs other duties as may be assigned by EHS Engineer Lead or Supervisor – Safety Management.

EDUCATION & TRAINING

  • Graduate of any relevant engineering or technical four (4) year course
  • Preferred PRC License holder
  • Must have completed the minimum training requirement per APLUS approved manual and the following training courses or equivalent, within two
  • (2) years form the time he/she assumes position:
  • Human Factors & Error Management
  • Aviation Safety Management System
  • Ramp Safety Training
  • BOSH Training
  • PCO Training
  • ISO 14001, 9001

KNOWLEDGE & EXPERIENCE

  • Must have at least 3 years of experience in OSH / Environmental Management and/or quality management system preferably in aviation environment.
  • Qualification as Safety Office and/or Pollution Control Officer
  • Adequate knowledge and understanding of OSH and Environmental Management system.

JOB DESCRIPTION
