Objective and Purpose of the Assignment
Indonesia’s Just Energy Transition Partnership (I-JETP) was launched on 15 November 2022 by the President of the Republic of Indonesia, together with the Japanese Prime Minister and other world leaders, at the G20 Leaders’ Summit in Bali, Indonesia. The I-JETP is a collaboration between the Government of Indonesia (GOI) and the International Partners Group (IPG), consisting of the governments of Canada, Denmark, France, Germany, Italy, Japan, Norway, the United Kingdom, the United States (US), and the European Union. The US and Japan co-lead the IPG for the I-JETP. The partnership aims to support Indonesia’s accelerated and socially just energy transition, including the accelerated deployment of renewable energy and a phase-down of on-grid and off-grid coal-fired electricity generation, a more climate-resilient society, and ultimately, net-zero economy-wide emissions.
In accordance with the Joint Statement issued by GOI and IPG, a Secretariat has been established to serve as a body to support the technical work, coordination, and operationalization of I-JETP. This will in part be accomplished through the Secretariat’s preparation and implementation of the Comprehensive Investment and Policy Plan (CIPP), which will support achievement of the following I-JETP targets:
(i) power sector emissions peaking by 2030 at an absolute value of no more than 290 MT CO2 and achieving net zero emissions in the power sector by 2050;
(ii) accelerating the deployment of renewable energy so that renewable energy comprises at least 34% of all power generation by 2030; and
(iii) accelerating, with IPG support, the early retirement of coal-fired power plants as prioritized and identified by GOI. The I-JETP Secretariat will play an important planning and project/program identification role, coordinating the mobilization and deployment of an initial $20 billion in public and private financing support from the IPG. Four working groups have been established focusing on technical, policy, financing, and just transition workstreams to support the Secretariat’s work.
The Secretariat is hosted by the Ministry of Energy and Mineral Resources and will receive institutional support and implementation capacity from ADB through technical assistance financed under the Japan Fund for Prosperous and Resilient Asia and the Pacific. The TA will require approximately 190 person-months of consulting services and the consultants will be recruited in accordance with the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. ADB has deployed staff consultants as an interim measure to support operations of the Secretariat, and such consultants may be contracted again through single source selection under the TA, provided they have demonstrated satisfactory performance. ADB, through the Indonesia Resident Mission, will lead the recruitment for the positions described below that will be embedded within the Secretariat.
Scope of Work
The Communications Specialist will report to the Head of Secretariat and support the formulation and implementation of the I-JETP communications strategy.
Detailed Tasks and/or Expected Output
(i) Prepare and execute a stakeholder engagement and communications strategy for the Secretariat in close collaboration with the working groups to support the preparation and implementation of CIPP;
(ii) Support engagement with key stakeholders through online and offline channels to achieve the Secretariat’s deliverables;
(iii) Lead in the production of public information materials such as fact sheets, brochures, and press releases through periodic e-newsletters;
(iv) Support regular reporting by the Secretariat to GOI and IPG, including contributions to the quarterly progress reports for submission to GOI and IPG;
(v) Participate in national and international workshops/conferences, as needed, to advance the I-JETP goals;
(vi) Perform any other tasks as requested to ensure smooth implementation of the Secretariat’s workplan.
Minimum Qualification Requirements
The consultant will have the following minimum qualifications:
(i) At least a Bachelor’s degree or work experience in communication, journalism, or related field;
(ii) At least 8 years of experience in print, video, and/or multimedia publications;
(iii) Demonstrated experience in communications, video and graphic development and editing, proofreading, and copy editing; and knowledge in social media management;
(iv) Experience working with a reputable international organization will be considered a strong plus;
(v) Proficient in English and Bahasa Indonesia (oral and written);
(vi) Strong analytical, interpersonal, and teamwork skills.
