Background:
The Ministry of Marine Affairs and Fisheries, Republic of Indonesia and USAID Indonesia have signed a Grant Implementation Agreement (GIA) dated February 16, 2021. One of the agreed activities is the implementation of the USAID – Bersama Kelola Perikanan (USAID Ber-IKAN) Project which will be held for 5 (five) years, namely 2022-2027. DT Global is a subcontractor on Ber-IKAN providing climate change and gender support. The project is designed with the aim of advancing Indonesia’s capacity to protect marine biodiversity through improved sustainable and equitable fisheries management. These objectives are achieved through 4 (four) project objectives as follows:
- Increased adoption and compliance of evidence-based fisheries policies for superior fisheries.
- Strengthening small-scale fisheries governance.
- Increased market-based and government incentives for sustainable fishery products.
- Increased protection of ETP marine species affected by fishing practices.
Through the achievement of the four objectives above, the expected results are:
- At least 5 million hectares of superior fisheries areas are biologically significant, better managed and climate resilient.
- 5,000 people have increased economic benefits due to improved management of superior fisheries.
- At least 5 leading fisheries targets can be managed sustainably through the implementation of a harvest strategy.
Activities related to climate change adaptation and mitigation are to be integrated into the overall USAID Ber-IKAN work. Indonesia’s fisheries issues are exacerbated by climate change impacts and IUU fishing activities that hamper Indonesia’s efforts to govern these resources effectively. Small scale fisheries are also more vulnerable to climate change impacts, natural disasters, and market distortion. A key result of USAID Ber-IKAN is that at least five million hectares of biologically significant areas of priority fisheries under improved sustainable fisheries resource management including increased climate change resilience as a result of USG assistance. Supply chain resilience to climate change impacts is an important aspect of resilience. A key indicator of USAID Ber-IKAN is the number of people supported by the USG through USAID Ber-IKAN to adapt to the effects of climate change which can include training, increased awareness as an indicator of responsiveness and resilience, and other options.
Position Summary:
The hired consultant will work closely with the USAID Ber-IKAN Chief of Party, Deputy Chief of Party, and key objective leads. This assignment will be completed in the context of USAID Ber-IKAN’s objectives: :
- Increased adoption and compliance of evidence-based fisheries policies for superior fisheries
- Strengthening small-scale fisheries governance
- Increased market-based and government incentives for sustainable fishery products
- Increased protection of ETP marine species affected by fishing practices
During USAID Ber-IKAN Year 1 and the first part of Year 2, a climate change consultant was engaged who produced an overall curriculum in line with Ministry of Marine Affairs and Fisheries (MMAF) requirements for all curricula. This curriculum provides the overarching guidance for the content of climate change changing modules to be developed and integrated into all USAID Ber-IKAN capacity development activities and training.
This position will create climate change adaptation and mitigation training modules which are to be produced and integrated into USAID Ber-IKAN activities for three primary audiences: (i) national and provincial government partners (MMAF, provincial fisheries offices, and other government departments); (ii) private sector partners and enterprises engaged in various ways through USAID Ber-IKAN activities; (iii) community representatives including women’s groups, youth and youth groups, community-based fisheries surveillance groups, fisher groups, local fish mongers, and others at the community level.
The consultant will ensure that the training modules are adequate for the target audiences and incorporate inclusive design and content that respects and acknowledges the various linguistic and learning needs of participants. This will require a thorough desk review of existing training modules and audience analysis to understand the specific characteristics and learning needs of participants to enhance learning outcomes. The consultant will incorporate feedback mechanisms to refine the content of training modules to enhance learning outcomes. Training materials shall be developed in high-quality and in formats that can be easily refined by USAID Ber-IKAN.
Working with USAID Ber-IKAN staff includes at least weekly in-person meetings with either the COP or DCOP and objective leads, but more often as needed. As recommended by USAID Ber-IKAN, the consultant is responsible for and expected to take the initiative to coordinate with USAID Ber-IKAN, MMAF, representatives from the National Agency for Research and Innovation (BRIN) and selected private sector partners. Meetings with these entities is to be coordinated with USAID Ber-IKAN in at least once weekly in-person meetings with the COP, DCOP, or USAID Ber-IKAN Objective Leads.
Primary Responsibilities:
Primary tasks for this consultancy include:
- Preparation of an inception report
- An initial survey of climate change adaptation and mitigation materials such as PowerPoint presentations, training modules (including those already in use by the government, international NGOs and others) and other materials on climate change adaptation and mitigation.
- Consolidate information from collected materials into proposed general content outlines for the three target. groups (government, private sector, communities) and present these outlines in a joint review meeting.
- Revise general content outlines based on results from the joint review meeting and seek final written approval to proceed with module development based on the approved outlines.
- Prepare individual training modules on climate change adaptation and mitigation for (i) government (MMAF, provincial DKPs, district/city government representatives, (ii) private sector entities involved in the capture fisheries sector, and (iii) communities including fishermen, women, indigenous peoples, and youth groups among others at the community level.
- Initiate a joint review meeting through USAID Ber-IKAN with relevant partners to review all modules.
- Revise modules based on the joint review meeting inputs and submit for final approval.
- Once modules are approved, support at least three module testing training activities one with each recipient group.
Education & Minimum Qualifications:
- Have experience working in the field of Climate Change Adaptation and mitigation for at least 7 years.
- Have been involved in activities related to the impact of climate change on the field of capture fisheries, at least 5 years.
- Have a good understanding of the authority and mandate of climate change adaptation and mitigation at the national and provincial levels.
- Have at least 4 years’ experience in training and capacity building.
- Have at least 2 years’ experience in preparing curriculum, modules, or training materials, especially those related to climate change adaptation and mitigation.
- Have good communication and writing skills.
- Having been involved in USAID activities is a plus.
- Legal authorization to work in Indonesia
